Carequality Welcomes New Board Member: Keith Cromwell

On the recent bi-monthly public information call, Carequality Executive Director Lee Barrett announced the election of Keith Cromwell, M.Ed. to the Carequality Board of Directors. The board serves a critical role in overseeing and guiding the organization’s strategic direction and business operations. It advises and informs the work of the Carequality Steering Committee, which oversees framework policies. 

Cromwell is the senior director of clinical applications and health information exchange at Penn Medicine. In this role, he oversees data exchange environments that support large-scale and production-level interoperability, including participation as a Carequality implementer through Central PA Connect HIE. He has served on the Carequality Steering Committee and the Carequality Advisory Council.  

As a senior healthcare IT executive with more than 28 years of experience, Cromwell has a background in both strategic vision and operational execution, grounded in real-world interoperability environments. He has policy and regulatory expertise, leading organizational compliance efforts related to the 21st Century Cures Act, information blocking rules, and promoting interoperability requirements—ensuring alignment between federal policy and operational implementation.  

Carequality’s governing bodies are continuing to develop trust-enhancing strategies for secure data sharing and strategies to support of our broader community’s participation in the emerging Trusted Exchange Framework and Common Agreement™ (TEFCA®) and CMS Digital Health Ecosystem. Cromwell’s hands-on experience navigating both Carequality and TEFCA-aligned ecosystems will provide additional insight as Carequality strives to be complementary, relevant, and strategically aligned within the national interoperability landscape. 

Cromwell will begin his three-year term in September 2026. Officer elections will be held when the board reconvenes.
